Jeff is strongly based off the popular creepypasta character Jeff the Killer. Apparently, his character model is fully animated.
Behaviour[]
His exact behaviour in-game is unknown, but it's assumed that he is just a general "chase" character like the Flying Skull or Tails Doll.
